Hair & nails growing after death is a myth; they don't. As CP points out, there is some shrinkage of soft tissue that sometimes appear to make the hair/nails grow.
Not only are the normally-living cells at the base of the hair/nails themselves dead, but in order to grow, they would need water, nutrition carried to them, and cellular waste products removed. This happens in life by blood circulation. There is not blood circulation after death.
